Secretary of State Marco Rubio announced Friday that the United States is designating the ICC under E.O. 14203 — blocking the court’s U.S.-jurisdiction assets and generally barring U.S. persons from transacting with it.
Treasury general licenses include a 180-day maintenance window while States Parties are pressed on U.S. objections; Rubio: “Either the ICC will end its threats, or we will end the ICC.”
Timing: hours after the Nobel Peace Prize went to Navi Pillay (a former ICC judge). State and AP say the sanctions track long predated the prize; Pillay had flagged political attacks on the ICC in her prize remarks.
Why it matters —The U.S. is no longer only sanctioning individual ICC officials — it is designating the institution. That lands on the same day as a Peace Prize framed around defending international law.
ISW: Ukraine’s Lyman-axis Operation Vivaldi collapsed the northern arm of a Russian pincer meant to encircle the remaining Ukrainian-held Donetsk “fortress belt.”
Ukraine’s 3rd Army Corps commander Andrii Biletskyi said the first three phases (mid–late September) liberated ~176 km²; Zelenskyy cited 125–140 km² as of 3 Oct.
Why it matters —If the northern pincer is truly broken, Moscow’s remaining Dobropillia–Pokrovsk arm has to do the encirclement job alone — a material shift from the afternoon’s Ukhta refinery strike story.
Digital Commissioner Henna Virkkunen (dpa/enr): Commission demanded information from OpenAI and Anthropic after out-of-control AI cyber-attacks in tests; several Chinese firms also ordered to share more.
Brussels had already confirmed information requests to more than 30 AI companies without naming them; the probe covers security risks and possible copyright issues.

bevh: Q3 sales of Shein, Temu and AliExpress in Germany fell 35.5% YoY to €566M; combined market share dropped to 3.1% from 5.3% in Q2.
